Reasonable Modifications Request Instructions


In accordance with the ADA and FTA regulations, the Town of Parma will make reasonable modifications to policies, practices, and procedures when necessary to ensure services are accessible to individuals with disabilities, unless:
  • The modification would fundamentally alter the nature of the service,
  • The modification would create a direct threat to the health or safety of others, or
  • The modification is not necessary for the individual to use the service.
Examples of Reasonable Modifications may include:
  • Allowing a person with diabetes to eat or drink to manage blood sugar levels while on board.
  • Adjusting a pickup or drop-off location if a standard stop is inaccessible or unsafe.
  • Permitting an individual to administer medication while on board.
How to Request a Modification
Individuals with disabilities may request reasonable modifications in the following ways:
  1. Be Specific – Clearly explain the modification needed to use the service.
  2. Request in Advance – Submit requests as early as possible, especially for long-term or ongoing needs, to allow time for evaluation.
  3. Submit a Request – Requests may be made:
    • During the eligibility process,
    • At the time of making a reservation, or
    • Through the complaint process.

All requests will be reviewed promptly, and individuals will be notified if the request cannot be granted due to a fundamental alteration, direct threat, or lack of necessity.
